The purpose of the Regional Housing Plan is to identify opportunities related to housing market stability, housing affordability and fair access to housing in the Pioneer Valley in order to create a region in which all residents are able to choose housing that is affordable and appropriate to their needs. The plan is intended to assist municipal officials, state government, and fair housing associations in creating a sustainable region that empowers our urban, suburban, and rural places.

The Regional Housing Plan aims to identify opportunities for fair housing, regional equity, and sustainable development and to promote housing affordability and choice for all households. Fair access to a full range of housing opportunities that are affordable to households of all income ranges is needed to sustain a robust society. Households who are housing cost-burdened may have difficulty affording time for education, employment, personal health and community well-being.

Where one’s home is located plays a substantial role determining life outcomes. Good schools, a healthy and safe environment, access to financially stable employment are the essential factors needed to succeed, thrive and excel in society. Too many families are stuck in isolated and economically segregated areas in the Pioneer Valley—both rural and urban—that lack access to quality jobs, schools, affordable housing, transportation, and cultural and physical amenities. There is a regional need to transform these areas in the Pioneer Valley into communities of opportunity to reduce social disparities and allow all residents to thrive.
