Zoning & Subdivision Regulations

Overview

The Land Use and Environment Department offers expert technical assistance to member municipalities on a wide range of land use planning issues. Our team works closely with Planning Boards, Zoning Boards, and other municipal officials to help communities manage growth, protect resources, and align local regulations with community goals and state standards.

Our services include:

  • Zoning Bylaw Review and Updates: Evaluating existing zoning bylaws and recommending amendments to support housing production, economic development, climate resilience, and other local priorities.
  • Development of New Zoning Bylaws and Overlays: Drafting clear and legally defensible regulations for new districts, overlays, and use categories, including mixed-use, smart growth, and accessory dwelling units.
  • Subdivision Regulation Review and Revisions: Modernizing subdivision rules and regulations to reflect best practices in site design, stormwater management, and infrastructure standards.
  • Special Permit and Site Plan Review Assistance: Supporting boards with technical review of development applications to ensure consistency with local bylaws and regulations.
  • Zoning Map Updates and GIS Support: Providing accurate, up-to-date zoning maps and analysis using geographic information systems (GIS).
  • Board Training and Capacity Building: Offering workshops and guidance to board members on planning and regulatory best practices, including roles and responsibilities under MGL Chapter 40A and 41.

Through this work, PVPC helps communities create and maintain land use regulations that are consistent, effective, and aligned with both local values and regional planning goals.
