Planning Board Assistance
The Pioneer Valley Planning Commission (PVPC) provides expert Planning Board and overall planning department assistance to member municipalities across the Pioneer Valley, helping communities effectively manage growth, development, and land use in alignment with local goals and state regulations. Our services are tailored to support Planning Boards with day-to-day functions and long-range planning efforts. These include zoning bylaw review and development, site plan and subdivision review, master plan implementation, public meeting preparation and participation, and assistance with special permit and ANR applications. PVPC also supports communities in aligning local regulations with evolving state guidance, including compliance with Accessory Dwelling Units legislation, other Housing Choice best practices, and resiliency planning.
Our land use staff has decades of experience supporting cities and towns in the region with comprehensive planning, zoning reform, and community engagement—ensuring each municipality receives high-quality, responsive, and context-sensitive support.
Conservation Commission Assistance
We help local Conservation Commissions throughout the Pioneer Valley fulfill their responsibilities under the Massachusetts Wetlands Protection Act and local bylaws with customized administration assistance WPA compliance requirements. Services include basic WPA Administration, NOI & Site Plan Review, Drafting OOC’s, Monitoring & Inspections, Enforcement Assistance, Bylaw development and/or updates & the development of complementary regulations and/or policies, Stormwater Review & Promoting Green Infrastructure and community education and outreach.
