PVPC staff provide administration and management of federal- and state-funded Housing Rehabilitation program on behalf of individual municipalities. These programs are largely funded through Community Development Block Grants (CDBG) awarded to individual communities. CDBG Housing Rehabilitation programs provide income eligible low- and moderate-income homeowners with deferred payment loans (DPL) in order to address code violations and improve living conditions.

Overview
PVPC currently administers and manages CDBG Housing Rehabilitation funding on behalf of the following communities: Agawam, Brimfield, Chester, Holland, Huntington, Ludlow, Middlefield, Wales.
*If your Town or City is not on this list, PVPC does not manage funding for housing rehabilitation in your community. PVPC staff recommend contacting your Town Hall to see if Town staff are aware of funding available for local residents.
Eligible activities include the correction of code violations and repairs to eliminate health and safety issues. This includes, but is not limited to:
- lead paint removal
- foundation repairs
- electrical repairs and improvements
- plumbing repairs and improvements
- heating systems
- roof repair or replacement
- insulation: attic, around windows
- storm windows
- septic system repair or replacement
- removal of architectural barriers
Eligible homeowners will receive a deferred payment loan with zero interest and no monthly payments. A mortgage (Assignment of Proceeds) is recorded for the amount of the loan. A percentage of the loan is forgiven each year until the loan term expires (15 years). A recapture/repayment of the unforgiven balance of the loan is required if the property is sold or changes ownership within the loan term. Loan terms and amounts will vary by funding source.
