Belchertown Housing Plan

Overview

The Town of Belchertown recently completed the 2023 Housing Plan, a community-focused addendum to its broader Community Plan. The document serves as a strategic blueprint for the next decade, addressing housing needs, affordability, diversity of housing types, and infrastructure capacity. The plan includes targeted strategies like affordable cluster development, tiny homes, and community septic systems, all aimed at guiding future zoning updates and capital investments.

This planning work was led through a community-engaged process facilitated by PVPC. Engagement efforts brought residents, planners, and local officials together to discuss housing trends, analyze demographic changes, and shape goals and strategies. Drawing on input from surveys, stakeholder interviews, and other opportunities for discussion, the final plan reflects local priorities: preserving affordability, expanding housing options beyond single-family homes, and ensuring that future development aligns with Belchertown’s character and infrastructure capacity.

The Housing Plan now serves as a stand-alone policy guide and will be integrated into the town’s evolving Community Plan. Its actionable recommendations provide Belchertown with tools to meet state housing targets while maintaining its rural identity and promoting a diverse, resilient community.
