Who We Are
Since 1962, the Pioneer Valley Planning Commission (PVPC) has served as the designated regional planning agency for the Pioneer Valley, encompassing 43 cities and towns across Hampden and Hampshire counties. PVPC plays a vital role in fostering communication, collaboration, and coordination among all levels of government, as well as the private and nonprofit sectors – all with the goal of advancing regional progress and enhancing quality of life for residents.

While PVPC operates within the public sector, it is not a direct extension of the state or federal government. Instead, it functions as a consortium of local governments that have joined forces under state law to address shared challenges and seize regional opportunities. PVPC’s planning jurisdiction is formally recognized as a special district under state enabling legislation.
The Commission’s work is supported through a combination of modest annual dues from member communities, state and federal grants, administrative fees for managing community development block grants, and local matching funds.
What We Do
PVPC leads collaborative planning efforts that address challenges no single community can tackle alone. From housing and transportation to climate resilience and economic development, we help municipalities align their goals, share resources, and implement solutions that create lasting impact across the region.
Through programs like Housing Rehabilitation, PVPC supports low and moderate income homeowners with funding to make essential health, safety, and code-related repairs. We work with communities to expand access to safe, stable housing and promote neighborhood revitalization.
As staff to the Pioneer Valley Metropolitan Planning Organization (MPO), PVPC plays a key role in shaping the region’s transportation future. We provide technical analysis, engage the public, and help prioritize projects that improve mobility, safety, and access for all.
Our GIS team delivers high-quality mapping, data analysis, and custom visualizations that support informed decision-making. We help communities better understand trends, identify needs, and plan with clarity and precision.
Community voices are at the heart of everything we do. PVPC uses a range of tools – including meetings, surveys, focus groups, and digital outreach – to gather input and ensure planning efforts reflect the needs and priorities of the people they serve.
We help cities and towns access and manage critical funding for projects that strengthen communities – from Community Development Block Grants to climate adaptation programs. PVPC offers hands-on guidance to ensure every dollar goes further.
