About MPO
Pioneer Valley Metropolitan Planning Organization (MPO) is the body which approves federally funded projects in Hampshire and Hampden counties. The MPO jointly develops, reviews, and endorses a Planning Works Program which includes a Unified Planning Works Program (UPWP); a Regional Transportation Plan (RTP); a Transportation Improvement Program (TIP), as well as any transportation plan or program that may be required by federal and state laws and regulations.
The Pioneer Valley Metropolitan Planning Organization (PVMPO) is a cooperative body of eleven signatories designated by the Governor to act as a forum for ensuring a Continuing, Cooperative and Comprehensive (often refer red to as the “3C”) decision making of transportation investments within the region. The 3C framework followed by the PVMPO promotes the involvement by all levels of government, stakeholders and general public through a proactive public participation process. The Pioneer Valley MPO complies with all federal and Massachusetts civil rights laws and policies.
The MPO consists of eleven members including: The Chairperson of the Pioneer Valley Planning Commission (PVPC); the Chairperson of the Pioneer Valley Transit Authority (PVTA); the Secretary of Massachusetts Department of Transportation (MassDOT) and the Commissioner of the Massachusetts Highway Department (MHD) and seven local representatives. These six representatives must each be an Elected Official from a given community.
PVPC’s Transportation section works to create and maintain a safe, dependable, environmentally sound transportation system that promotes liveable communities and the efficient movement of people and goods throughout the region. The Transportation section offers planning, analysis, and data collection services in a number of areas: traffic, transit, congestion management, bicycle/pedestrian planning, pavement management, and in-depth transportation studies.
Transportation section staff work with local, state, and federal agencies and private carriers on a wide array of projects, carrying out federally mandated planning activities on behalf of the region’s 43 cities and towns using federal and state funds, and actively seeking competitive grants for specific tasks.
PVPC provides a significant amount of planning support to the Pioneer Valley Transit Authority (PVTA) through a contractual agreement. Further, PVPC includes transit improvement projects in the Transportation Improvement Program (TIP) and in the Regional Transportation Plan (RTP), both of which serve as guides for determining future facilities and service improvements of the PVTA.
