Pioneer Valley Planning Commission

Who We Are

Since 1962, the Pioneer Valley Planning Commission (PVPC) has served as the designated regional planning agency for the Pioneer Valley, encompassing 43 cities and towns across Hampden and Hampshire counties. PVPC plays a vital role in fostering communication, collaboration, and coordination among all levels of government, as well as the private and nonprofit sectors – all with the goal of advancing regional progress and enhancing quality of life for residents.

While PVPC operates within the public sector, it is not a direct extension of the state or federal government. Instead, it functions as a consortium of local governments that have joined forces under state law to address shared challenges and seize regional opportunities. PVPC’s planning jurisdiction is formally recognized as a special district under state enabling legislation.

The Commission’s work is supported through a combination of modest annual dues from member communities, state and federal grants, administrative fees for managing community development block grants, and local matching funds.

We work closely with municipal leaders, nonprofit organizations, state agencies, and residents to advance shared goals.
