Online surveys available now for residents North End, Metro Center and South End; In-person workshops coming this Spring
SPRINGFIELD – The City of Springfield, in partnership with the Pioneer Valley Planning Commission (PVPC) and Way Finders, has begun Phase Two of the Neighborhood Investment Plans development, focused on three neighborhoods: the North End, Metro Center, and South End. The public engagement process is underway with online surveys and a forthcoming series of in-person workshops hosted by PVPC.
This planning process work focuses on specific geography within the City: Brightwood and Memorial Square in the city’s North End, the Metro Center neighborhood in the heart of downtown, and the South End. Collaborating with the New North Citizens Council and the three Neighborhood Councils serving these neighborhoods, the Way Finders team and Planners from PVPC will be engaging residents, community-based organizations and local businesses to understand issues, collaboratively develop or affirm solutions, and prioritize investments for the next 10 years.
This Spring, PVPC will facilitate a series of in-person workshops to engage each neighborhood directly. Residents are encouraged to save the following dates:
- North End – April 16, 6-8PM
- Metro Center – April 17, 6-8PM
- South End – April 18, 6-8pm
Members of the Neighborhood Investment Planning team will be staffing tables at community events, and engaging residents with a short survey to understand their investment priorities and opportunities. Surveys are available online in English and in Spanish; residents of these neighborhoods are encouraged to participate.

The City of Springfield is developing Neighborhood Investment Plans for 11 of its 17 neighborhoods. The focus of this work is to restabilize the neighborhoods that were disproportionately negatively impacted by the Covid-19 pandemic. The City is using American Rescue Plan Act (ARPA) funds to support this project, which will continue through the end of 2024.
