The Pioneer Valley Planning Commission (PVPC) administers and manages CDBG-funded Housing Rehabilitation Programs for select communities in Hampden and Hampshire Counties. These programs assist low- to moderate-income homeowners by providing Deferred Payment Loans (DPLs) to correct code violations and improve living conditions.
Overview
Eligible Rehabilitation Activities
- Lead paint removal
- Foundation, electrical, plumbing, and heating repairs
- Roof repair or replacement
- Insulation (attic, windows), storm windows
- Septic system repair or replacement
- Removal of architectural barriers
Loan Terms
- Deferred Payment Loan: 0% interest, no monthly payments
- Forgiveness period: 15 years
- Repayment: Required if the home is sold or ownership changes during the loan term
