PVPC Housing Rehabilitation Program

Overview

The Pioneer Valley Planning Commission (PVPC) administers and manages CDBG-funded Housing Rehabilitation Programs for select communities in Hampden and Hampshire Counties. These programs assist low- to moderate-income homeowners by providing Deferred Payment Loans (DPLs) to correct code violations and improve living conditions.

Eligible Rehabilitation Activities

  • Lead paint removal
  • Foundation, electrical, plumbing, and heating repairs
  • Roof repair or replacement
  • Insulation (attic, windows), storm windows
  • Septic system repair or replacement
  • Removal of architectural barriers

Loan Terms

  • Deferred Payment Loan: 0% interest, no monthly payments
  • Forgiveness period: 15 years
  • Repayment: Required if the home is sold or ownership changes during the loan term

Communities Served

If your town is not listed, PVPC does not manage rehab funding there. Contact your local Town Hall for more info.
