Determining, Meeting and Counting Overall Annual Disadvantage Business Enterprise (DBE) Goal for Federally-Assisted Contracts for Fiscal Year 2008

Method: Step One, Base Figure; Step Two, Adjustments

PVPC will require all Recipient's to set an annual overall DBE goal to be submitted to FTA by June 30th of each year. This program Plan contains DBE goals to be established by PVPC Sub-recipients for Federal fiscal year 2008 using the following methodology:

Step 1. In order to determine a base figure for the DBE goal the following basic methodology will be used: To determine the number of available DBE firms available to do business with PVPC or a PVPC Recipient, the SOMWBA web-site list will be downloaded, categorized and sorted. For example, for a Massachusetts Recipient of PVPC FTA grant funding: Using SOMWBA, it was found that Twelve (12) DBE firms in the following categories are listed in Massachusetts: Arch. And Engineering (4), Professional Services (1), Information Technology (5), and Office Equipment (2). The Recipient then looked in the Chamber of Commerce lists for businesses in North Central MA, Metro West, and Worcester under the same categories. It was determined that six hundred fifteen (615) firms fit the descriptions. The Recipient then divided the DBE's by category, by the Firms in the category, and this number was then multiplied by the percentage of the budget allocated to the category. All numbers were added together to give a final DBE base figure of two tenth of a percent (0.2%).

Step 2. The Recipient then studied its historical data and overall DBE reporting. .By reviewing this overall number and also reviewing historical data, the Recipient then determined its’ overall DBE goal will be set at three percent (3%).
